The Monitoring and Evaluation (M&E) system can measure progress and performance of the project alongside implementation and will be used to build reliability and confidence among partners.

M&E is a measuring tool accounting for performance of a project at different stages. M&E practice will find out outcomes of TN IAMP before and after the project and build confidence for the Development partners for further enhancing water and agriculture productivity in a sub basin.
Monitoring is a process and a continuing function that uses a systematic collection of data on specified indicators of an ongoing project development intervention. It provides a clear indication of the extent of the progress of the project with respect to the achievement of its objectives and the developments in the use of the allocated funds.
Evaluation is the periodic assessment of the design, implementation, outcomes and impact of a development intervention. It should assess the relevance and achievement of objectives, implementation performance in terms of effectiveness and efficiency, and the nature, distribution and sustainability of impacts.
It is the continuous process of collecting and examining information about main indicators and relating actual outcomes with pre-fixed outcomes to measure the changes due to implementation of TN IAMP. It is a continuous process of measuring performance of the project in short, medium and long term by using pre-determined key indicators. The elements used here are as follows:
• Baseline data enumerate the project before implementation
• Indicators and data collection for output and outcomes
• Carry out mid-term and final-evaluation
• Assessing perception of change among the stakeholders
• Systematic reporting on output and outcomes
Results-based evaluation is a measure of pre-determined, ongoing, or completed intervention and outcomes to assess its significance, effectiveness, efficiency, impact, and sustainability. The objective is to provide complete information that is reliable and convenient, incorporate an important lesson learned during interventions. We use the following evaluation questions:
• Is there any relevance between targets and outcomes?
• How these pre-determined targets are achieved?
• What bottlenecks effects have been triggered by the intervention?
• Whether the intervention suggest the cost-effective and sustainable plan to address a specific set of needs?
The results based M&E is framed by adopting ‘Theory of Change’ concept that includes input, activities, output, outcome and impact of a project. It connects implementation progress with progress in achieving desired results of an intended project, which supports the recipient to accomplish desired outcome and impacts.
In brief, the M&E system has dual functions. (1) It serves as a tool to facilitate collective and regular self-assessment of performance and outcomes by all partners in an intervention. (2) It serves as a mechanism to make visible the factors within the larger socio-political environment that can shape or influence the results of our interventions. The scope includes:
